To build the civic culture, to be free from the chains of ignorance and predatory abuse, we need to know our rights and duties as well as those of the Government. The best way to get this done would be for the Government to finance, thanks to the proposed Washington Public Charter Bank, the building of "human rights and duties enlightenment centers" in all of the major towns of our 39 counties. Pending the construction of these centers, Washingtonians should be fiscally encouraged to nurture a civic and holistic culture (ie, by paying fewer taxes for enrolling in the proposed one to three weeks holistic health retreats, or paying fewer taxes for taking family, sustainability and civic workshops etc). Giving the example, being in good health, is one of the best ways to show civicism, to contribute in genuine societal change.
